Valencia, September 23 (EFE).- The president of the Generalitat, Jimo Puig, proposed this Friday that the “financial effort” in the calculation of each autonomy as a measure to face the “time of distribution” of funds by the state who “want financial disarmament”.

The president, who took part in the debate with former PP minister José Manuel García Margallo and political scientist Carmen Lumbier on the occasion of the tenth anniversary of elDiario.es, assured that this Friday he sent the idea. The president of the government, Pedro Sánchez, whom he met for a few minutes at the Palau de la Generalita before intervening in the digital newspaper forum.

In the debate, moderated by journalist Esther Palomera, Puig asserted that scrapping taxes like Heritage and requesting more resources from the central state “doesn’t seem appropriate right now”.

“At another time this measure might have made sense, but now we need to strengthen the welfare state”, which is why he suggested a “deeper tax reform that pays more to those who pay more”.

Margalo asserts that only Switzerland and Norway in Europe keep this tax “because it creates a flight of taxpayers”, who stop paying income tax and discourage savings.

For his part, Lumbières indicated that “in France there is a tax on real estate fortunes, inheritances or donations, which also charges the estate”, and considered that “both the progressive financing model and the right of the center are valid, but in the current situation it is inappropriate to abolish this tax It seems so.

“Communities of the PP, which opposed greater decentralization, are now the ones asking for fiscal autonomy without fiscal sufficiency – added the political scientist. This breaks the unity of Spain and even encourages competition within the same party”.

Asked about the reform of the financing model, Puig lamented that “Basque and Catalan nationalists never wanted to talk about federalism. It is intolerable that since 2014 an agreement on a new financing model has not been reached. There are regions that are more connected to this system than others. More comfortable, and this is a situation that cannot last, we cannot pretend that the problem does not exist”.

Jimo Puig said that in 2014 he met with representatives of the Bank of Spain and told them that the per capita income of the Valencian community was twelve points below the national average. “They told me where I got this information from, that it was not true and I replied that it was from the Bank of Spain. The paradigm of ‘get up happy’ remains, we are invisible”.

“We have never asked for a new financing model for the Valencian community, but for Spain, first of all based on financial adequacy”, added the Socialist President.

Regarding “radicalization and ungovernability”, Margallo noted that “it is all over the world, in the UK, Sweden, Italy, also in Latin America, Chile, Peru, Colombia… In Spain, we who were at the center – PSOE included – we have the core values. Understood: the unity of Spain, the separation of powers, multilateralism… which some parties now clearly deny”.

“It started to fail – the former minister continued – in 2014, (when) due to the sins of the central parties, new parties emerged. We (PP) paid for cuts, corruption, weakness towards Catalonia and we have Ciudadanos, Podemos and now Vox was, and it’s hard to understand each other on this map, we’re in absolute fundamentalism. And the great laws this government has passed have come about by accident. Gotta go back to rationality.

In this sense, Puig noted that “in Germany, if a new financing model does not come out, it is blocked and the regions discuss it in the parliament, because it should not be a party issue. But here the Senate is where the leader of the opposition parallels the general policy. Controversy is put in place to create.”

“Federal loyalty means protecting your own interests but being sympathetic to others, having a common, global interest. Of course, agreements are never happy, but they must be reached, it is necessary. And if we are more nuclear, let the nuclear participate, because otherwise the gap is getting bigger and bigger”, concluded the President.
